Abu Dhabi strengthens greenhouse gas emissions monitoring

Abu Dhabi has introduced a new system to measure, report and verify greenhouse gas emissions across key sectors.

The Environment Agency – Abu Dhabi (EAD) has issued Resolution No. (03) of 2026, establishing a framework for verifying emissions data and introducing a system to register and accredit qualified emissions verifiers.

The new system requires facilities covered by the resolution to measure and report their greenhouse gas emissions and have the data verified by EAD-approved verifiers.

The requirements include standards for technical expertise, independence and the preparation of verification reports.

The resolution applies to facilities in targeted sectors whose emissions meet or exceed the specified threshold.

It also sets out requirements for registering facilities, preparing emissions measurement plans and submitting verified reports.

EAD says the system will help move Abu Dhabi from developing climate regulations to putting them into practical use, based on reliable and independently verified data.

It is also expected to create greater demand for specialised verification services, opening opportunities for private companies, consultancies and qualified professionals, while strengthening local expertise in carbon accounting and environmental data auditing.

Facilities outside the scope of the resolution can also choose to measure and report their emissions, in coordination with EAD and the relevant regulatory authorities.

As part of the new framework, EAD will establish and manage a digital database for emissions data.

The system will handle the electronic submission, verification, storage and archiving of reports, while maintaining data quality, accuracy and confidentiality.

The Agency will also use advanced technologies and data analysis to produce emissions indicators and reports for relevant authorities.

The aim is to support evidence-based policymaking, better emissions management and Abu Dhabi’s wider sustainable development goals.
